Why are there so few personal care homes in Louisville?

Kentucky's 2022 assisted living law requires personal care homes with apartment-style units to convert to ALC-BH or ALC-DC licenses (KRS 194A.704), so many Louisville buildings that were once personal care homes now appear on the assisted living roster.

What remains are older personal care homes, personal care wings inside continuing-care campuses such as those run by religious and fraternal organizations, and small family care homes, most of them in western and southern Jefferson County.

Who pays for a Louisville personal care home?

Residents pay privately, or, with SSI-level income, through Kentucky's State Supplementation Program, whose base standard of need is $1,409 a month for a personal care home and $965 for a family care home before cost-of-living increases since 2021.

Apply through DCBS. Assisted living residents cannot receive State Supplementation, which makes these homes important for low-income Louisville adults who need supervision but not nursing care.
