What is a personal care home in Kentucky?

A Kentucky personal care home is an OIG-licensed residential health facility that provides room, board, supervision and help with daily activities to adults who are ambulatory or mobile nonambulatory, with an awake staff member on site at all times (902 KAR 20:036).

A family care home is the small version: no more than three residents unrelated to the licensee, living in the licensee's home with 24-hour supervision (902 KAR 20:041).

Who pays for personal care homes in Kentucky?

Residents pay privately or, if their income is at SSI level, through Kentucky's State Supplementation Program, whose 921 KAR 2:015 base standard of need is $1,409 a month for a personal care home and $965 for a family care home, plus cost-of-living increases since 2021.

The home must accept the standard minus the resident's personal needs allowance as payment in full. Medicare does not pay, and Kentucky Medicaid does not pay room and board here.

Who is a personal care home not right for?

A personal care home is not right for someone who cannot leave the building or transfer from bed to chair without more than minimal help, needs skilled nursing, or needs a secured dementia unit.

Those needs point to a nursing facility or an ALC-DC memory care unit.

How many personal care homes are there around Louisville?

OIG's October 2026 directories list 5 freestanding personal care homes in the seven counties, 10 long-term-care campuses with licensed personal care beds (470 beds in all), and 12 family care homes.

The full list with bed counts and license status is on the personal care roster.

What should Louisville families ask a personal care home first?

Ask whether it accepts State Supplementation residents, how many beds it holds and how many are shared rooms, who is awake overnight, how medications are handled, and to see its most recent OIG inspection findings.

Personal care home findings since 2024 are in OIG's GenSearch database, so you can read them before visiting.

Where is personal care homes licensed across the Louisville region?

Here is how OIG's October 2026 roster distributes personal care homes licenses across the seven KIPDA counties; capacity is the licensed units or beds OIG lists (agencies have no capacity figure).
